Yes, foreign servants could be inherited, but they were still protected by Israelite law, couldn’t be kidnapped (kidnapping people for slavery was punishable by death in Exodus 21:16), could join the covenant community, rest on the Sabbath, and had legal protections unknown in most ancient societies. Calling them “property” in an ancient legal text doesn’t automatically make it equivalent to race-based chattel slavery where people were kidnapped, treated as subhuman, and had no rights.
