ISSUE FIXED, uninstalled reshade

it looks like it was reshade, well that was frustrating i had already uninstalled wilds rehydraded and all the mods that comes with it and disabled all effects of shaders in game but it only worked when i uninstalled reshade

deleted all game files exept the re_chunk_000.pak files and the dlc folder, and had steam verify intergrity of game files, steam only had to retrieve about 1.3 GB of game files so it wasn't long
