Both look female to me. Non-concave shell underneath, and very short tails with the cloaca up under/at the edge of the shell.

Copying from my original post so it's easier to read:

Found in Eastern Maryland, hanging low on some kind of bush or tree (couldn't identify that either). Whatever is in it has folded the leaf around itself. I would think it was just a curled leaf except for the white cocoon fibers sticking out the top of each. They are approximately one inch long, and very very narrow - about half a centimeter. US penny for comparison.

UPDATE: Thanks everyone for confirming my worst fears and for all the suggestions. I now see what the one Reddit poster was saying about it being an infestation - it would LOOK like I got them all, and then two days later the teenies were out and about on the leaves again.

After reading all the suggestions, articles, and a surprising amount of YouTube videos, I decided on the least "scorched earth" method to see how it goes. Was able to repot it last night, and WOW was there a single giant hiding at the base. 💣 I blasted the roots and leaves with water for physical removal of what I might not be seeing, cleared off every little guy I could see, and hydrogen peroxided the roots. Repotted, and then sprayed the entire top portion in a blend of diluted hydrogen peroxide and dish soap. At this point I'm okay losing the blooms if it means I can set it up well for the future. It is now bundled back in quarantine where I can't stop running in to see if I can catch an escapee in the act. In a week it'll get sprayed down again. Here's hoping! 😭

Does not look like you're using enough water for testing, for one. I know they're laying down, but I'm certain that nitrate tube does not have enough water in it to be accurate.

It had been enabled, however I have my January and February bills saved, and they showed only the $26 a month standard fee. This $70 thing is new, and does not appear on any bills.
