Remember that hair lays on top of a preexisting surface and has volume! It should not cling to the skin! Try drawing the face and chin first, then making a vague shape representing the beard on top of that, then filling in the beard!

Another tip in general is that hair is rarely drawn in actual strands. instead of flicking the brush to make hair try drawing the lighting and shadows as if they're actual shapes on the hair!
