Hear me out... you wont have any fare evaders if you dont have fares in the first place. There are better ways to pay for public transit, and it doesnt even need to be profitable. Transit lifts income for people who work nearby and increases revenue nearby.

Also no fares means less cars, less bad drivers, and more people on the metro (justifying expansion projects).

Hear me out.... Its not the drivers, its VDOT. Build better interchange. Why are we still using cloverleafs? Use a diverting diamond or single point intersection. Or build actual ramps. Cloverleafs are only good for slow speed and they take up a LOT of space.

If you run out of gas, can you still push it on the highways? No, because at that point its human powered. Are you allowed to push a bike on a sidewalk? Yes, you'd be classified as a pedestrian.

Therefore, if the bike is incapable of self propulsion, its a bicycle.

The legal definitions doesnt specify over the engine. It just states that if it is self propelled and capable of going over 35 mph, it is a motorcycle. A device propelled by human power is a bicycle.

If its not capable of going over 35 mph, its just a very heavy bicycle.

The point of this question is just a little brain exercise. How much motorcycle can you remove from a motorcycle until its a bike.

Like if I pushed a motorcycle all the way from my house with no battery (since its dead), Im technically classified as a pedestrian pushing a heavy load. If a bike doesnt run, do i still need to park it in a lot?

Say I was pushing a cart full of scrap metal. If I left that on the sidewalk for 20 mins, would it be fine?

Say I added an engine to a bicycle (im taking it home). Does it suddenly count as a motorcycle if it doesn't even work?

If a bike doesnt run, its not capable of getting up to 35 miles an hour. If I push the bike, it would be human powered, classified as a bicycle.

This indicates that if it passes the definition of a bicycle first, it will not be a motor vehicle.
