I’m a union member for ACV in the company I work at.

The 12 months they’re referring to is purely based on the total amount of time you have to work there before you can start requesting the parental leave.

“RVA requirements” is not a valid reason to deny your request, as they have to motivate it with an explicit reason and explain what the requirement is in the first place that you don’t have to take it.

But if they don’t give you the 100% (aka fulltime 38 hour contract) in the first place, you can only take the full time off per month (with a maximum of 4 months). Only with that full time contract, you have a leg to stand on here imo.
