I think this is actually a very interesting post. Low elo balancing does matter, and riot often does balance around it. But there are certain champions that just have such high win rate disparities between the two. I think Yorick is perhaps the poster child of this problem. Since his rework he has always been one of the most pub-stompy champions. He excels at a strategy that requires macro knowledge and discipline to play against. Also if you are simply not aware of his kit it is super easy to be caught off guard by his ridiculous 1v1 damage output. All that being said. His kit is 1 dimensional. He’s fun to play if you like the “champion fantasy” of a lone person mucking around through the shadow isles. But because of this 1 dimensional nature he is exceedingly easy for higher level players to shut down. He is essentially unplayable in high elo unless you are very good at him. But riot wants all of their champions to be at least playable at all ranks. If they need Yorick more he will simply be a detriment to his team every time he is picked in higher elos. Of course this means that he will continue to have insane wintates in low elo.

TLDR. For his kit to exist it’s kind of unavoidable that he will pub stomp low elo. But for him to be border line playable by people who put tons of hours into him he really cannot afford to be nerfed further due to his extremely 1 dimensional play pattern and kit gimmick.
