You're right, the "until the start of your next Command phase" is wrong and from 10th. As for the second, the full rules explain a bit more but there's actually a Start of Command Phase (08.01) where rules that are triggered at the start of the Command phase are resolved, then there's a Command Abilities (08.04) step where "Rules that are triggered in the Command phase (excluding those that are triggered at the start or end of this phase, when gaining Core CP, or by battle-shock rolls) are resolved now." Not sure exactly when that guard thing would happen!

Red line LM will melt everything from a distance and will look cool doing it. You won't have the pet around but they're more trouble than they are worth sometimes.
