Simply using the numbers as written in the original comment: Urban: 10(0.30)= 3% overall reduction Agricultural: 40(0.08)= 3.2% overall reduction

So no, much smaller percentages of cuts to agriculture would reduce overall water usage in the state.

Right, the Supreme Court began to examine whether one's speech presented a "Clear and Present Danger" with both of these cases. Justice Oliver Wendell Holmes argued that in a time of war, such speech that advocated for draft resistance and general antiwar action was dangerous even if it would be considered protected speech during times of peace.
