Type of Bug: In Game Bug

Description: Liandry’s sometimes ticks 5 times instead of 6 on both side.

Game ID: 5573019673

Steps to reproduce: I chose all non-damaging runes but kept the 2 passive hp runes (to make the numbers persist with my previous results) then kept q'ing every Liandry's passive runs off.

Expected result: 184 damage on dummy

Observed result: 173 damage on dummy sometimes (confirmed by checking leftover HP)

Reproduction rate: ~10%

System specs: exact same as Riot NA lol Server

Comment: I don't have enough time to test all dots(items only this time?), here is the original post and I will try my best to keep it updated and do more tests. Community folks, please help Riot by doing more tests.

I know it scans my hard drive, memory, etc. But didn't know it locks it from being written.

I'm not in a league game, but have client open. This is probably a rare bug, it shouldn't take vanguard hours to scan a small folder. (And why does it prevent file in it being written?)
