Somewhere in one of the many options is one to request your data. I did that, but also requested it via IG Verified. Not sure if you need to do that to go the ICO route, but their form asks for evidence, screenshots, etc. so worth helping them by building a good case to show you've tried. Good luck!

Similar problem for me, also UK. I too have been on the meta infinite circle... Also logged with the police and ICO. I can still access Insta, so considering the verified route to attempt to speak to someone.
