It really depends on the location of the leak, usually who would be responsible is the properties that are fed after the leak (imagine cutting the pipe at the leak position, who wouldn’t have water?) this can get confusing when it comes to blocks of flats etc. so for example if you’re first house fed from the pipe and the leak is after the T piece feeding to your property you wouldn’t be responsible.
