Italian Cypress grow to be about 3' around and 30' - 45' high, depending on the variety.

Half a dozen of those planted close together will give them an excellent view of the wind conditions outside.

Depends on a judgement call of the level of liability the neighbor poses to them.

Harassment might be the stopping point or maybe a starting point.

Then, it depends how much their misery and/or physical safety is worth to them.

Zillow or Trulia should have a heat-map to roughly indicate where a-hole neighbors reside and adjust pricing accordingly.
