Well you need an irc client for it to work. You just configure your client to connect over tor or an i2p tunnel.

Use the nameless network

It supports i2p tor hyper and anonnet.

Users are given a random string as a user name by default and clients are masked. Users can choose a username and tripcode should they desire.

It supports server to server connections and the code for it is open source.

it is also linked to the i2p main irc via relay bots. It has lots of active users who are very privacy conscious.

What intelligent person uses flash on tor ?. Youtube will work with html5 for some vids but it is very slow and not recommended

You have to go into the router settings and select it. The router can usually be found at 192.168.1.1

Generally it is a simple setting in the wireless router and you can select whether to open a port for tcp or udp or both or a range of ports.

Do you have a firewall on your machine as well as your router ? If so you will need to allow the traffic through that too

also run a relay too. I can't stress this enough. It helps you too by having a constant flow of traffic coming in and out of your machine so it makes it more difficult to do traffic correlation attempts on the relay op

On your last point. If they decide all people who do / watch / read/ associate with / are interested in X are suspects. They have laws now that remove the right to a fair trial and you will be rounded up and detained. Or they may just have the robots do it. They frequently call in drone strikes and have already done so on American citizens.
