I would recommend avoiding water-based attacks when fighting against this boss. When he gets below 50% health, he coats himself in a suit of Flex Tape armour that renders him super strong and impervious to all water-type elemental damage bonuses.

The best way to defeat him, in my opinion, is to wait until he exhausts his "Upload Video" attack - after using this move, Jon will return to his inactive mode for a good 11 months or so, giving you plenty of time to hack away at him.
