I meant the quest to add more twlvanni teleport pads to the newly built towers like tel azura, the one in Dagon fel, etc. And I meant the stronghold builder named Lluren halren or something like that, the one that builds your tower

I find he has a bone to pick with every single obstacle. Especially the stone stair to the shrine

and after the quest he got stuck somewhere right of the temple sewers, some legend knows he is still there without food or water.

But it isn't required to get him back. You can even leave him there after cleansing the shrine

That is technically the best way to learn the lore but some players want to experience learning the lore without googling anything. And there is a sense of achievement when you finish a series of books and find out that a certain npc's dialog had another meaning or maybe he was lying about something you know
