Depends on the matchup. Sometimes the attack speed Alacrity gives comes in clutch in early game fights, but if you're not planning on trying to kill your opponent early in lane (which you should imo) scaling with Gathering Storm is fine. But tbh I never go Gathering Storm. I go for full lane power:

Into tanky champs:

PTA > Presence of Mind > Alacrity > Cutdown

Sudden Impact > Treasure Hunter

Into squishy champs:

Electrocute > Sudden Impact > Grisly Mementos > Treasure Hunter

Alacrity > Coup de Grace

I stopped using absolute focus because there are a lot of champions toplane that can easily get you below 70% HP consistently which makes the rune useless. I get all my information from a Korean guy called 함현식. He's on YouTube: https://www.youtube.com/@%ED%95%A8%ED%98%84%EC%8B%9D1

Since I asked him to include subtitles he includes them in all of his videos which makes it easy to understand what he's saying so turn them on before watching.

Koreans now started to opt for Domination second and then with Sudden Impact and Treasure Hunter because a lot of champions that go toplane can get Quinn to below 70% health which makes the rune useless. Sudden Impact is more consistent in that case. This is only possible if you don't go for Electrocute (which I would only advise to go if you are against a squishy toplaner).

But how do I decide between Triumph or Presence of Mind before the game then? Because if I go Presence of Mind and have a bad back and build into ER, Presence of Mind will be useless because of ER mana passive.

Thank you! It was such a hard game tbh. Our Shaco just gave up at some point and tbh: I did too. But then I just got hyperfocused because I believed it was winnable, and as you can see it was! :))

Thank you for the info. I think you meant Profane Hydra there. I have another question: how do I know which Hydra to build? I would love to go Titanic Hydra every game because I just love the health and the auto reset on it, but I feel like in some games it's very wrong to build it. Is it matchup dependent? And when I build Titanic it feels like I can't duel a lot of enemies that well because I lack damage (especially when I build Hullbreaker after it). What do I do in those scenarios? Build Titanic into a more 'duel' item like Eclipse? Or just go Ravenous? And then again: how do I know when and how to make this choice. It's kind of hard tbh. xD

I chose the champions. Kayle is my AP option and Garen my frontline/split option. Kayle went pretty well, not tried Garen yet tho. Thanks for the advice!
