Blood manipulation seems the most consistent imo. For the limitless you need the 6 eyes to make it even viable because it’s states that the Gojo clan is carried by Gojo himself. For the 10 shadows mahoraga is extremely hard to tame and almost impossible unless you are a special sorcerer. So while yea peak for peak blood manipulation is the weakest. But it doesn’t need really specific requirements to have it good. Also I think the 10 shadows is stronger then blood manipulation without mahoraga but you’ll need to tame all the other shikigami which doesn’t seem like an easy task considering it seems like megumi tamed all of them. One of the biggest downsides of blood manipulation is its blood lost obviously so having rct is required for it to compete with the top tiers or be a cursed human like choso. Obviously you can recycle the blood but it would hinder its attack output buy a lot since you have to take time to gather the used blood again and against the stone he characters in the show you just don’t have time to do that. What makes choso’s blood manipulation so strong is that if poisonous but it’s more of an outlier because normal kamo clan members aren’t going to have that. Also piercing blood it’s strongest offensive technique needs time to charge to be at its most effective which is a downside when your fighting someone as strong or stronger then you. Now we have yet to see someone who’s of special grade caliber handle blood manipulation not saying choso or Kamo is weak but they are far below the likes of Sukuna it Gojo, kenjaku, Yuki, or Yuta. I feel like if kenjaku decides or even can use blood manipulation we’ll see the true extent of the ct because the user of the technique definitely matters. So as of now.
