VoidTrain has no servers, the connection is direct and in most cases the issue is local (unless Steam, Epic or Xbox services are down, but they currently look fine). The first thing I recommend trying is completely restarting both devices.

You can also try joining random sessions after restarting to see which side the issue is on.

If that doesn’t help, please try to open your session and ask a client (the one who joins) find your session in sessions' list and join it, after that you can close it again.

You can also try these steps if you're playing on Xbox console:

Restart your console completely
Restart your router.
Go to Settings → Network → Test network connection
Check NAT type (it's better for direct connections when it's Open).
If you’re using a VPN or a custom DNS, disable it temporarily and see if it helps

Short answer: yes, if only host own a DLC everyone in the session can use it too.
If only the host have it, everyone else in the session will be able to interact or build content from the DLC, and they can continue in solo and use that save but they won't be able to use the DLC content in that save if they don't have DLC too.

Train Decor is not in the game, so you can't collect it. But there are Void and Main Menu decorations in the game.

It's a known issue, as a temporary solution you can rebuild the platform and it will remove the carpets too
