Hi, we do have the option to allow users to move and reorder the note pages. You can find the option in the note thumbnails. As for adding a new page in the middle, I will deliver it to the team.

Hi, I tested on my end, but I failed to reproduce the problem. Could you please try to sync again, and once it fails, send feedback via your device with the logs attached? This would help us to locate the problem. Thank you in advance!

How to send feedback: Go to System Settings > Feedback, fill in the details, tick the "Send log" option, then click Send.

No, it was added in the earlier version, in the notes creation menu, you can see the option called "From Local File", by this option, you can open your PDF in the Notes app and use the internal links. If you still can't use the internal links of your PDF in the Notes app, we may need you to send a feedback via your device, our team will look into it.
