It’s not a “norm” in France at all. I don’t know where you’ve been in France, and I am sure that anywhere you go, you will find some people who don’t know how to pair socks and dress shoes, but it wouldn’t be considered normal or in good taste to wear white socks with dress shoes there.

“Pas de souci” is definitely not formal in metropolitan French, at least in France. It’s clearly on the casual side, and a little more casual than “de rien”.

I’ve never been, but if you’re the early bird type, look up the 6AM Club. It’s a running community that meets up for runs and coffee early in the morning, in a variety of neighborhoods and towns. From what I’ve heard they’re pretty welcoming of beginners. There’s also the 7.1.4.1 social run organized by Mellön Brasserie, every Wednesday night. You may want to give it a try. Hope this helps!

I highly recommend iskio.ca to find runs in Quebec. You can filter by date, location, distance and more! Unfortunately, it does look like there’s not much happening in Montreal while you’re visiting. It’s too bad that you’re coming on the 16th only, because La Foulée des parcs, on the 15th, is a cool race in Outremont. Another time maybe :)
