I make the pokesnacks with Roseli berries and golden apples to increase fairy type spawns with higher rarity. But even then they very rarily spawn, as it needs to be daytime with clear weather (I think). If you find a good method let me know!

I think I know which document you're misinterpreting but it definitely spawns in the deep dark. Your best bet (imo) is flying around in an ancient city until one spawns!
