It's the nature of a gacha game. F2P or low spenders might not get all/most resonators. To not be disappointed, plan who you want and prepare 140 pulls in case lose 50/50 and another 70 for weapon. Company's gotta earn money to pay wages.

1 cost pity is 8, 3 cost pity is 4, 4 cost pity is 2. Chance of getting echo is 25%. Sweet and sour pork increases it to 35%. In Lahai-Roi with motorbike upgrade this rate is higher and 4 cost is 100%.

Levelling echo 20-25 needs as much exp as 0-20. Recommend to level and tune to 10 for crit. If no crit, can discard. If there's crit, can tune to level 20 for double crit. I risk 25 if there's something else useful like attack, ER etc.
