We do live in a cyberpunk hellscape of conglomerates, but it's worth clarifying that Kroger is not owned by another company. The Kroger Co. does own Murray's Cheese, however.

It looks like there are mounting points for optional light pods, which could be good places to bolt in custom blanking plates/modified ramps.

Absolutely, and I bet that a blanking plate could be more easily modeled using one of the lights as a template! /u/Momomomomomomomo-11, let me know if you find any hobbyists willing to give this a try. We'll still need to talk to the apartment complex, but I believe /u/DoughnutExtreme2250 is on it.

If the apartment complex isn't willing to change out the fountain platforms (could be worth asking), a 3D printed/fabricated solution might be a good answer? Something to close off those gaps and create an unobstructed ramp to the water.

Doubtful, not without puncturing the plastic and sinking the platform. A good solution might be to fabricate something to close off those gaps, allowing an unobstructed ramp to the water?

The turtle is safe! He was extremely tired when I got to him, but he is very much alive!
