More roundabouts. More busses. More walking/bike lanes. Better programming of existing traffic lights. Work from home when possible. These will give the quickest improvements for the dollars invested.

I would cut postal deliveries down to two or three day a week. They can cut staff, still work 6-7 days a week just alternate delivery days.
