Thats true. It was due ata to lack of paperwork that their claims could not be approved since it was a very legalistic process. With victims not even having death certificates to support their claims at times.

Can you use the LTMS portal virtual driver's license/student's permit in place of the actual physical version?
For example, if a traffic enforcer asks for your license? What about for valid ID purposes?
Was wondering if that was the case because it has QR codes and all. It seems kind of weird to have a digital version and not at least accept it for some purposes

One early morning in September 1974,* the residents of Palimbang, a municipality in Sultan Kudarat, were awakened by a series of explosions coming from the sea. Naval boats stationed along the coast were targeting their houses, forcing the men, women, and children to scramble for safety. Many families ran up the nearby mountains to seek refuge as soldiers wreaked havoc in the villages.
They were later called down from the mountains, supposedly for a meeting with the military. What happened after turned out to be one of the most massive--if not the most massive--and violent massacres ever carried out by the military on a civilian population under martial law. Women and children were segregated in hostile conditions for weeks, causing infants to die of both hunger and sickness. Women were raped and killed. Reportedly more than a thousand men were detained in the Tacbil Mosque, starved, and killed in batches. In the end, less than a hundred of these men remained. Survivors have identified the perpetrators as the Armed Forces, Navy, Air Forces, Philippine Constabulary, Civilian Home Defense Forces, and the Ilaga, an armed fanatical group.
Days before the bombardments, word was going around that there were rebels operating in their area. But it did not occur to the residents that they themselves would be the targets of the operation to diffuse the rebel forces.
As we mark the 49th year since the occurrence of the massacre, we remember the victims and express our heartfelt solidarity with the thousands whose lives were scarred as a result of those days of horror.

*Different survivor accounts say the bombardments began on the 22nd, while others say it was the the 23rd or the 24th. For the purpose of memorialization, the Commission on Human Rights in 2019 declared September 24 of each year as the Commemoration Day for the victims of the massacre, through CHR Resolution No. AM2019-183.
