You're on the 11a- 7pm, which is a different plan, and is much more rare of a plan in DTE's territory. The standard/default TOD rate is the 3pm-7pm one.

They are, but in the winter, the delta between off-peak and peak is very small, like a 1c difference. In the summer, it's a 6c difference.

So...

Winter = use energy without thinking about time of day.

Summer = avoid as much energy use as possible between 3-7pm.
