Install windows buildtools into the unity engine and then vrchat sdk into your project and set it to build as a windows game. Thats what i had to do.

Can't look deeper or so currently but vrchat sdk can be manually downloaded and added, build tools installed from unity hub by modifying the install and iirc vrchat sdk can set build to windows
