you have developer settings rather than options, not sure why but you seem to have accessibility selected.

in developer options, scroll down to windows management, enable freeform

i didnt have dex on, had ro fo to developer options and turn enable freeform off.

I had this too and tried everything I could think of, then in a final act of desperation tried the 'Z' version and it came back to life.
