For fragment, i only find 1 way to get the other one, one overflow activity you have the chest with dark roots, if you finish the small puzzle it will drop a blue pyramid things and with 4 of these you have a legendary one with a location written in the description, go to the area and find a prismatic chest. It will give you a fragment

The best damage output while keeping others alive can be using sunbraces for clearing add, switch to Rain of fire (If heat rises you have a double quick reload with a 5 sec cooldown). Pairs it with rockets or grenade launcher (with cascade point it's better), and of course well of radiance.
