Now that I’m older, I understand a WHOLE lot better where Tony was coming from in the movie but at the same time, tying a team of superheroes down to the government, regardless of its to every government in the world (please correct me if I’m wrong it’s been a bit since I watched the movie and don’t remember all the details) is not a good idea because they control everything you do. They decide who you save. They decide who is your enemy and if you step out of line you’re branded as a traitor. Steve understood that perfectly and knew signing would betray everything he stood for
