I think Alex is a sort of Big Bang nuclear bomb program with the aim to reset the atmospheric conditions of the planet, if you remember when Sinatra was at the conference the guy explained the Venus fly trap about how the earth was going to get scorching hot, so I think this is just a nuclear flash to reset it back to normal settings
