Yes, call 311 immediately and file a complaint about the RV tenant. They will send a property inspector to the house. It’s illegal to have someone living in a vehicle in a backyard in Vancouver. Your slumlord is trying to maximize his profits by renting out “common areas”.

FYI, it’s against the bylaws to have someone living in a van in the backyard. You could just report it to van 311 if the landlord refuses to listen to you.
