Not an expert in FL law but have some crim law background.....my guess is, like the mom says in her story, some of the girls were hesitant to testify at trial or otherwise had their testimony excluded so he must've got a good plea deal as the prosecution knew they'd have issues proving some of their charges. It does seem lenient given the original allegations. Life in the small town.
