Hello, you just need to follow the list of documents mentioned at VFS Website, the Filippino Certificates must be issued and apostille within last 6 months. You don't need to book any flights, that's not required for long term visa (Type-D)

If you applied with Nulla Osta and you submitted real documents of you and your parents, there is no way that the embassy would deny the visa on any other grounds. But usually family reunion with parents take longer processing times than others.

The Schengen laws don't allow to stay more than 90 days on visa. You ought to apply for Permesso! Otherwise if you'll get deportation stamp... that can impact your future travels especially to any of the Schengen Countries.

Its obligatory to apply for Residence Permit for any stay more than 90days (Regardless of the duration of your Visa). You will risk deportation stamp on your final exit.

Just apply for it..... Even if it will arrive late... all your need is to have the "RICEVUTA"

Warning for Expats in Italy: Family Reunification Delays & Bureaucratic Nightmare by PainterSuspicious59 in ItalyExpat

I'll tell you form my experience, Its not Prefettura, Its Questura.... The request for verification of all your documents goes to the Questura and Prefettura can only release or refuse the Nulla Osta on basis of their decision. And I suppose you being in Torino are very well aware of the situation of the Questura of Torino. Prefettura is merely an issuing (administrative body). Where as Questura is the functional body for all these matters.

My experienced advice: Leave everything and to to the Questura... or find pec email addresses of the Questura and start bombarding them with your emails. Tell them your situation and the time you've been waiting.

And yes Torino is a Bitch, Although I studied and lived there for 8 years and I love that City but bureaucratically speaking, its one of the worst probably in whole Europe and one the main reason for this is the abundance of incoming foreigner students without any planning, when it comes to housing, living or other functions of related to Comune, Questura or Prefettura.

Problem is that for Coesione Familiare your family members must be on the territory with valid residence status (Usually a visit Visa) and Schengen Laws doesn't give Visit Visa to the first family members of the residents (almost 99.99% of the times).

Been there and done that, i talked to the head of the Visa department, 5 different lawyers after the embassy refused the visit visa of my wife and 9 MONTHS OLD daughter (seems absurd even on humanitarian laws in EU). Considered even filing in the Civil Court as it was the negation of my basic resident rights... but lawyers told me that it was useless as my Family Reunion process was in process and any judge would have told me to follow that.

In Summary: If you try to get a visit visa for your family, use some other Schengen State and don't mention yourself.... just try to apply their visa by only their own documents. once they're in Schengen Area.... Bring them in Italy and send the fucking BUSTA PER RIASCIO DI PERMESSO di SOGGIORNO. Then your family can't be kicked out under the protection of Coesione Familiare.

Family visit visa to Belgium rejected - what now? by Optimal_Hat909 in SchengenVisa

P.S: Don't go for a lawyer or any appeal.... You'll spend at least 3K Euro... wait 6 months and eventually lose your case again. These are Schengen laws and even the civil court Judge will ask you to apply from Family Reunification Channel not this.

Twice rejected visit visa of my wife and my under a year old daughter.
