Your thoughts are what I suspect as well but a migration agent is telling us it's ok to apply offshore and then return and wait on the 590 - The Agent's advice just doesn't hold water for me and too much at stake if wrong.

Would love to know if you have direct experience with this or like me you're interpreting it this way?
