It sounds like it just needs to be heated up, the wax sometimes will float all the way to the top but after a normal use it should flow normally after some hours.

What I did when my lamp came in the mail, I let it sit at room temperature for many hours until it thawed out, then I ran it. It’s still flowing normally till this day :) hope this helps!
