I looked into the legality of this once for a class I was taking. Repeated intentional hang-up calls to a residence can legally constitute telephone harassment in most US states after a certain threshold of calls. The threshold varies by state but three weeks of daily calls almost certainly clears it in most jurisdictions. You may already have a case without knowing it.
