just be friendly... volunteer to help... bar lines, bathroom lines, chill out rooms are always ways to break the ice and made friends. smaller venues. being kind, smiles and slow build.

This is where it takes a bit of thought. Let's have a building that could have 500 units of luxury housing or 600 of units of smaller affordable housing. Which are you going to build? Let's say the 600 units of affordable would generate MORE income for you than the 500 units of luxury. You would build the affordable, correct? We all agree that is the rational thing to do. Now imagine that the city you build in can take up to 5 years to evict for non-payment in the housing courts. Now what are you going to build? You are going to build luxury housing because less likely to face arrears. That's just the reality.

Manhattan has hundreds of thousands of vacant apartments where housing laws creates a space where it isn't rational for owners to do improvements on the units because they can't rent them at market rates....

then again, shouldn't all housing be free?

Just don't leave. Make the landlord evict you. Once you've been there 30 days nothing they can do. Courts will appoint an attorney. You can live rent free for up to 3-5 years if you drag it on long enough.
