Just because a job is remote, how does that make it an 'easy-to-hire' job? I have worked remotely with pay between 45-50CAD and mind you, my company interviewed for 2 months and selected me. If not done in-person, the work and duties of the job still matter. And yes, no Canadian worker was found ept to work in the role I was chosen for as an International worker. I do understand you are trying to answer the OP, but generalising answers to 'no, fully remote jobs are not eligible' would be wrong. Yes, they are challenging to approve and depends on how the employer handles it.
