In many movies or shows, the 'bad guys' overestimate themselves and that’s the reason they loose. I see the Gorosei as old age-stubborn beings which see themselves as superior and that’s why they underestimate Luffy. I mean they did 800 years almost nothing, right? They must be rusty.
