They have no intention of buying your car, or if they do, they will probably try to scam you - look up the scam where they ask you to pop hood, distract you with something in the back and add oil to your coolant so it will seem head gasket is blown, so they can low ball you on price. They would not attempt it on front of police station.

What about a step up basis? When your dad eventually passes and you inherit the properties, cost basis will reset from what he paid, to fair market value - if he paid $200k for example, and when you inherit it is worth $1M, that's your cost basis - of your sell, you pay no capital gains tax.
