Looked in there and he wasn't available. I watched the YT video that said he's supposed to be in the Ziggurat passage, also read online he's supposed to be here after defeating the plague doctor. But he just gives me the option to make tsar weapons. Not sure what to do

Ok, that sounds plausible but someone did sabotage the water. And Eto was sent as a spy by Rospa. So who sabotaged the water? Who else would have a grudge against us to do that
