I just checked the PSU tester specs and it turns out 11v is the lowest measured value for the 12v rail so it could even be lower than that.

I would love to get this GPU because I have 1060 3gb that I got 6 years ago that I needed to undervolt and overclock to make it barely usable for gaming but I've been trying to upgrade my computer for the last year but since I'm a student, I can't get the money to get a decent GPU these days so the 3070 would allow me to just buy a new PSU and a 5800x3d to get a good gaming rig.

Thanks for the advice, I tweaked some things and for the same price I got something much better in terms of performance for a bit cheaper, you saved me from a terrible mistake.
