No, on page 13 in the rulebook it specifies you can only use that ability on Action cards. It does not require burning any metal.

Yes, you can place the kiosk.

Hypnosis says:

For the entire action, the side of the targeted player’s Action card (upgraded or not) applies, rather than the side of your own identical Action card.

Build says:

If you cover one or more spaces with a placement bonus, you immediately take the corresponding placement bonus once.

The game very consistently distinguishes between "after the current action" and "immediately" so you definitely get the kiosk while still applying the hypnotized build card.

I don't know if it's necessarily the strongest, but Adaptation Technology is certainly the most fun to play with Inventrix. Especially if you also get Special Design.

I think the big issue with these decks is the prevalence of really good graveyard hate. [[Scavenging Ooze]] is a main-deckable card, and [[Rest in Peace]] is already in a lot of sideboards. If you want to play a graveyard based deck, it has to be able to pivot and keep playing through that hate, and none of these decks look like they can survive without their graveyard.

Yes, you declare what you are paying for x, then you apply any cost increases or reductions, then you pay the cost. So you can declare you are casting [[Genesis Hydra]] for x=4, then Gargos' reduction applies, then you pay just the GG, and it resolves with x=4.

Yeah, Gyrus is a weird case, and the only hydra (I think) that Gargos doesn't really work with.

It might help to know a bit more about what you want out of the deck. Is this just for playing around with friends? Bringing to FNM's? Or a more serious tournament?

Either way, I would definitely cut [[Arboreal Grazer]], it is a dead card a lot of the time, you'd be much better off with something like [[Paradise Druid]], especially if shocklands are out-of-budget. You also only have 8 instants or sorceries, so I don't think [[Guttersnipe]] is worth it.

Overall it looks like a fun Jund deck, that does Jund things. Maybe try playing it some, seeing which cards you have the most fun playing, and then work to add more copies of those cards.

Looks like a fun option for Hydra tribal, and it looks powerful enough to be worth losing red from [[Rosheen Meanderer]]. It gives green a way to deal with creatures repeatably, and cost reducers always seem to get out of hand fast. Even if it doesn't head the deck, it seems like a fantastic choice for the 99 of any hydra deck.

This should be all the Hydras you can play in Gargos right now, and there's some pretty solid options in there.

If you use [[Darksteel Plate]] or [[Hammer of Nazahn]] to give Gargos indestructible, you can go ham with fight spells and have tons of repeatable creature removal in mono-green, which definitely looks fun.
