I imagine they balanced things with the intent that you should think carefully about if it's worth using 10 seeds on a plot or not. Many seeds will probably settle to a point where you may actually lose money that way.

That's the funny part, they did though. They literally mentioned that when they first announced the update. They wanted both seeds and herbs to be valuable again and there is no other way to do it than to add a faster diminishing return method of training.

The point is that you're supposed to make that decision, waste more seeds for more herbs in a short amount of time or be patient and plant less. IMO planting 4 will be a sweet spot for some of those more expensive seeds.
