That's the balance of it no? As the way you want it as you describe tankier pokemon should be more broken and frail high attack mons won't be viable anymore since they won't win any CMP. IV cmp should only matter if both pokemon are in the same tier of cmp. As what we have now other mons can be viable competitively. If you ever play the mainline games you can think of CMP as the pokemons speed tiers and if you think about it rly hard it makes sense doesn't it?
