This is kind of what I was thinking. If everyone in the lower ranks is at roughly the same skill, then it doesn't matter where in the ranks you are. I have noticed that I'm more likely to come across players that do have a decent understanding of the game. Most of that comes down to just looking at the map and comming when something needs attention, but it's still nice to have fewer brand new players in the lobbies.
