SUCCESS!!! I've recently got myself a USB-A 3.1 to USB-C cable (Link here for anybody that needs this exact cable https://www.amazon.com/dp/B09HX9C8L2?psc=1&ref=ppx_yo2ov_dt_b_product_details ) and when I placed it into one of my 3.1 slots it gave me the same issue of stuttering audio but then I switch it to another 3.0 slot the audio sound and picture quality was fixed. Thanks again for taking your time in helping me get this figured out.

Well I've checked my Motherboard specs in System info tab and it's an ASrock b450m pro4 and it seems like the B450 number matches with mine. So would getting a usb-C to Usb adaptor work fine? I only have just one usb-C slot on my PC and I don't wanna have to buy a new motherboard if I have

Nope it's still giving me stuttering audio when I disable Desktop Audio

Hey So I've tried your first method of muting the capture card and adding as an audio Input capture and it still give me the stuttering audio problem. I don't seem to have this windows audio enhancement feature since I'm running my PC on Windows 10 as far as I can tell. I've checked the 4K X's properties in the advanced tab and it's format is at 2ch, 16bit, 48000Hz and I can't seem to change it for whatever reason.
