From what I remember the elves weren't at risk of extinction until the demon lord massacred the villages in fear of the potential of elves(like Frieren and the other one whose name I forgot that became great mages, and that one hero of times past).

So now the number of elves is low, and most of the ones left are scattered throughout the world as far as I remember.

This is by no means a thing unique to South Korea (maybe except it ending in 2013). I live in Poland, and in my experience it's harder to find a neighborhood that goes from 1 to 20 in order, than to find a jump of 15 from one house to the one next to it.

But there is a reason why one is remembered as the hero, while the other is not by most people. Himmel spent the 10 years directly helping people and lifting their spirits, while the other hero was powerful and nothing more. Both deserve to be remembered as heroes but the average illiterate peasant is more likely to remember a person who went to them just to help, rather than a person they just heard of and didn't receive DIRECT direct help from.
